Does that make any real difference? The only way to get rid of a president before the end of the four-year term is for Congress to impeach and try him or her, which is very hard to do. Most of them regard it as their first responsibility to provide the infrastructure for the local economy, eg, physical facilities such as roads and sewers, and basic services such as POLICE and fire protection. The provincial legislatures have the constitutional right of direct taxation for areas under provincial jurisdiction, such as education. These are annual or semi-annual taxes paid by community residents and businesses, which are based on the value of privately owned properties usually places of residence, land holdings, or places of business. Notable exceptions were France under Jean-Baptiste Colbert or 17th-century Prussia, where local authorities were already overlaid by the heavy hand of the central intendants in the former and the war commissariat in the latter.

The president can veto bills passed by both houses. However they are constituted, these agencies often operate like independent local governments. There is a further complication in that many other more or less autonomous local agencies - harbour commissions, library boards and police commissions - have been established by the provincial or federal governments or by the municipalities themselves. Any central control over these and other areas was, until the 18th century, rather scanty.

This model for joint action was not adopted in major urban areas untilwhen the municipality of Metropolitan Toronto was established. Criminal law legislation and procedure in criminal matters is under the jurisdiction of the Parliament of Canada. The county system as understood in Britain or the United States exists only in southern Ontario and southern Quebec. This mixture produces the high complexity of modern local government. This council is usually comprised of elected members, known as councillors or aldermen, and is headed by a mayor or reeve.
